Look at the whites of the eyes. This dog is definately looking up. Well, actually it looks a bit down but even so, it's looking up, I think

I threw a tennis ball high up in the air, and my dog definately looked up, trackng the balls movement. Conclusive proof that they can. Try it yourself!

Yes dogs can look up with their eyes or by raising their head, mostly the latter

@meths a better trick with your dog (all dogs) is they cannot bite you if you push your thumb into the roof of it's mouth - must admit it doesn't spring to mind when an 80Kg Rotti is ready to eat you in one go. Try it, it really works.

Yes its true, i stuck my finger in my neighbours cats bum - strictly for research - and it opened its mouth too.
One thing i noticed with my tennis ball experients, was that the dog didnt appear to fully tilt its head back, like a human can, to look vertically. Can they see vertically up?
(I bet you are all looking at your ceilings now)

Dogs have conjunctiva too. That's the muscle that enables the eyeballs to move vertically. So they can move the eyeballs up if they want to. Most often they just feel more comfortable moving their necks up to give them a clearer and wider view. I believe this reaction is true to all animals that have necks

What about when a dog is standing on its hind legs? Now, i havent tested this yet, but im pretty sure that when im holding a tasty treat, and the dog stands on his back legs to sniff at it, its head is nearly always level. Im sure he looks up from the eyes in this sitution, his head staying level, parallel to the ground.
