The way how chipset is manufactured is factor to determined how well power consumption, Yes, it's major one.
But you have considered the way how the company optimized chipset as well, design of platform to reduce power consumption (sustainable way, I mean) too.

Well, look carefully at Qualcomm Snapdragon chipset, that's well example
because Qualcomm is using a modified platform of Cortex A9 in their latest chipset Snapdragon S4.
In my case, ST-Ericsson can do the same way but let's alone performance tweak unlike Qualcomm
Instead ST-E use a standard Cortex A9 with a new design that tweaked power efficiency at peak rate.
If they use very standard one, they should release chipset earlier or almost same time
to compete with Samsung last year which is higher-tier at that time not today mid-end chipset.
FYI, U8500 started project in early 2009 if I'm remember correctly.

Actually the Qualcomm Krait is somewhere between an A9 and the A15 in its design, probably closer to the A15 in terms of performance.

I see. I understand that.
But what I meant is that, what optimization that can be done by ST-E can't be done by Samsung, Qualcomm and the like? Furthermore, company like Qualcomm has way more experience with high performance ARM SoC than ST-E. And to add insult to injury, both Samsung and Qualcomm already has their high end SoC on 32/28nm manufacturing process as appose to ST-E. In this particular case, I don't think any amount of extra effort done by ST-E can match those company in term of performance/energy efficiency. What do you think? Do share your view as I find it very informative. Thank you in advance.
BTW, S4 is more like pseudo-A15 than A9. And the only reason they come up late with even A9-based because they joining the game late with less resources and less experience than the big boys.
