Yes, locked and branded to 3.
But u can always unlock them 
Cost about 20£ to unlock a z1010 in Sweden.

If it would be possible I could get u z1010s for 130£ each(75£ for phone , 25 for shipment, 20 for a prepaid card u have to buy with the fone, 10 to me  )
